REPORTS: POLICE: 1 aggravated assault - domestic violence. He was raking leaves at the Church, wife tried to run him over with his truck. 6 burglaries occurred. One removed a window-mounted swamp cooler and broke the window. The other occurred when the door left unlocked, and a fanny pack was removed from the table. One occurred at night, while they slept the TV was taken. Another occurred when the owner was Home, but downstairs. The mailman called him about suspicious people outside his home. In another, a Truck broken into while in the garage, and the ski equipment was taken. Please remember to Lock the doors. There were 5 auto thefts. 1 was taken and set on fire. One was taken by a friend, and 3 were stolen from garages. There were several Car strips; they occur at night, and also during the day at Church. Don't leave anything inside, especially in sight. One person called all the Greywhale or CD Pawnshops, and found the identity of the person who had pawned them. The police were able to catch the thieves.

QUESTION: What area are they in? Most of them are in the college area, about 2nd Avenue, because it is easy to get away. QUESTION: Have there been more burglaries in the Lindsey Garden area? No, they are spread around the Avenues. QUESTION: How do they get in secure garages. They use scanners. Idea: Get an electric switch, that you can turn off the garage opener.

COMMITTEES: CITY COUNCIL: Tom Rogan - A couple of items to tell you about. I am finishing my 3rd. year as City council Rep. This is the first year that I have had a new Mayor and 3 City Council members. Every year we have to reinvent City Government, and they don't always buy into what was done before they came on board, even if it was done after careful thought. That brings me to the fact that we have been asked to approve the idea of the Justice Court system again in Salt Lake, to prosecute misdemeanors. It will cost $11 million dollars to implement. David Buhler and I are against it because it is strange how it evolved. The Legislature made a decision to consolidate courts, and build the Mathison Court Building - the most expensive building ever. The Circuit and District court building was demolished and we are building a new library where it stood. What we are looking for is floating a $7 million dollar bond, collected from the fees. There would be 4 or 5 Judges and a few employees. The Judicial Council and the Legislature should say they made a mistake and assume the burden and the responsibility. They aren't doing that, because SLC is taking the initiative. It might be something good, but if I have to invest $11 million dollars up front, I am opposed to that. You will be hearing about it. It might pass 5 to 2, but I am going to vote against it.

2nd issue: more positive. The City Council, a rep from the School Board, and the City Planning staff, took a tour of SLC West side. We were trying to build bridges between City and the School district, and we needed to have some dialogue. As you know on the West side there is a lack of capacity, and the School District needs to build schools there because the City keeps approving housing for families with children in an area where the schools didn't exist. The thought occurred to me that we should look at our schools on the East side, which are under-enrolled. (The school district is faced with a difficult situation of having to close schools if they cannot fill them, as they have to be cost effective.) Maybe the schools are an asset to the neighborhoods. How can we as a City help establish initiatives that will bring families with children to the areas where there are schools. We are talking about ways the City can help get families there. LEGISLATURE: Paula Julander: The Legislature is about in the same holding pattern as last month. Next week the Governor QUESTION: How has the ratio of Government changed with the recent elections? RESPONSE: There is a 2\3 majority Republican. That is not too good for good debate. The Senate will be more conservative. They got 9 new members, which is really unusual. QUESTION: Do they listen to the City's problems, or does the Cowboy Caucus not care about us as a City? RESPONSE: Most things have a public hearing, but some things, like the Utilities Bill did not.
