Larry welcomed and called to order the GACC meeting on a snowy and wintry night. Thank you to Dick Smiley for taking Larry's first meeting as Chair.

We will change the order of reports tonight and add a couple.

Tonight we have an unusual opportunity to hear Joe Hatch of the County Council. He represents 15 community councils. Joe has another meeting at 7:00 p.m., therefore he will be first on the agenda.

Joe Hatch:  Came to introduce himself to us. He represents mostly Salt Lake District 1, which is about 75% of Salt Lake City. The boundaries go West from 18th East, and everything North of 21st South. The county council is huge. After the county government reform, the county government was changed to a county mayor and council. The mayor covers the executive aspects and the council is primarily legislative, planning and zoning, and budget. Most of the planning and zoning is handled by Tom Rogan et al on the city council. The county does not do municipal services--that is done by the city.

The following report is about what is going on now. If you have opinions please let Joe know.

Hansen Planetarium:  If we want to save it at all, it has to be moved.  Some don't think it's a government business and should be cut off. As a result, in order to survive, it has to move, regardless if it's a public or private entity. Gateway, the library block (which Hatch prefers), and Research Park by the U of U are options of places to go. None of these are perfect solutions. If you have desires to preserve it and where to move it, let your voice be heard this month.

Salt Lake County Jail:  an esoteric issue. Salt Lake County is threatening to sue the city because the county is housing city prisoners. We paid for the jail so why should we pay again to house them--a double taxation issue. The prisoners are not felons. The prisoners were gathered up when Mayor Coridini decided to clean up Pioneer Park and took the derelicts off to jail. If Salt Lake City loses this debate, our taxes will go way up.

Q/C: what is cost difference between Gateway and other options? 

Ans: Gateway has presented a detailed plan but it does not include all of the issues. The Library estimate is $5 million--a generic number. If this number is cheaper than the Gateway number, it will go.
