Near Pioneer Park a male victim was walking home when some men came up behind him and asked for money. He was stabbed in the back
15 burglaries occurred. 5 happened with a rear or side door kicked in. The perpetrator is thought to be a white adult male, 25-30 years old, light hair, wears dark clothes, and a light shirt like a t-shirt. One of these the owner interrupted as the burglar knocked on the front door and when no one answered went to the back door and kicked it in.
5 more burglaries happened in non-forced entries. The doorknob lock was slipped. 2 burglaries were forced when side windows were broken. 1 burglary was in new construction and a box of doorknobs was taken. Another was a former owner going back to his old property to retrieve belongings after the property had been abandoned. The last burglary was at a school where a microwave and vending machine were taken. That has happened twice recently.
Be alert. One neighbor saw the burglar but dismissed it thinking it was a meter reader.
8 auto thefts. 2 on the street. 2 were cars started for warming up in the morning, 1 was a car the driver forgot where he parked and reported it stolen. 1 was broken into and damage done to the steering column. The last was a dirt bike.
Car prowls mostly occur between midnight and 5:30 a.m. Don't leave valuables in view--take them out and at least put them in the trunk if not in your house. Also park where the light is good as a deterrent to theft.
Legislative report - Ralph Becker: The legislature is more than half through. Rather than comment, please let Ralph hear your questions or comments.
Q/C: Please strengthen DUI. Is the 30 days in jail going through?
Ans: Don't know. Haven't seen it come through for discussion yet.
Q/C: What's happening with #102--not allow school districts to close schools?
Ans: It's not acted upon. There is not good support for it. A new version came out tonight just as Ralph left work. He hasn't had a chance to look it over yet. It seemed to establish a formula for local districts to close schools. There is sentiment about the problems. Ralph would be surprised if a bill like that would pass. Alternative language is suggested. 92 kids come from another district. The state should step in and give monies for those students so taxpayers don't pick up the tab. #102 is listed on the internet
Q/C: The Bill about 16 year old drivers?
Ans: That was billed in the house today. The conservative strain in the legislature were against it as it (they think) infringes on basic liberties. It was killed in the house.
Q/C: Quality of support at the U. of U--wages aren't there to get best people.
Ans: Government proposal for friends for higher education includes medical considerations. Includes extra money for salary equity for medical science. These budget issues will be discussed during the next 2 weeks.
Q/C: House bill #69--sex and child abuse talked about in school. Opposition wants it to be done at home but home is where the problems occur.
Ans: There is always a series of bills limiting the state in playing a role in sex/child abuse issues. We don't seem to recognize the reality of the world.
Q/C: Lobbyist & campaign spending--ethics standards bill.
Ans: The Rules committee has had a tendency to hold onto bills they don't like. This one is being held on to. They are trying to get it from Rules. The hate crimes bill passed the senate but is also being held in the Rules committee.
Q/C: Another bill by Scott Daniels to prevent a legislator from walking out 1 day as a legislator and in the next day as a lobbyist.
Ans: The process is bulky. The media stirs it up. 80% of the public wants to see this reformed.
Q/C: The bill about the restoration of Memory Grove?
Ans: It passed. The capitol restoration plan is adopted by the capitol restoration board and is not a legislative issue. The proposed appropriation is to design and build 2 wings, move into the wings and then restoration would begin on the capitol. It's about a $38 million project.
