Richard Smiley conducted and welcomed. Larry Rigby is out of town.

Fewer celebrities are going to be here than was rumored or expected. No one is here for committee reports yet.

Traffic calming will be first by Jim Jenkin as no one else is ready. The update will be quick. Traffic calming/problems have generally been accomplished by small groups of people dedicated to a particular area. There has been no cohesive widespread initiative. Right now the movement is about 2nd Avenue. The impetus is for the traffic to go to 4th South instead of 2nd Ave. There are crosswalk flags up on 2nd Ave and they are hoping for speed bumps. The only other comment is about our large garbage cans and recycling cans. Don't put them right against the curb -put them out there a couple of feet in the street to calm traffic. COMMENT: a petition has been collected asking for a 4-way stop sign at E street and 11th Ave. RESPONSE: Craig Timothy is the traffic engineer for the city who deals with intersections & stop signs. Take petition to him and give Scott Baraclough a call although he won't be available for another month, as he has been ill. COMMENT: West Valley ordinance police pick up anyone not obeying the ordinances. Could we use parking citationists, etc. as ordinance police? Can we get them to come when we call? Would like to see it available and also a list of ordinances to tell us what to do with some things. RESPONSE -the police will respond to that in their report. Regarding another traffic issue, the city has contracted out and is reviewing the bicycle and pedestrian traffic. Will make copies and leave here in the library and you can have input incorporated in the master plan. The contact is Diana at Parsons/Brinkerhoff. Info is on the bottom of the sheet to explain where to turn it in. It can be faxed or mailed in. Comment: Bicycle lanes on 11th Ave., mainly near the cemetery, are trashed right now. Tires are slashed and ruined to ride there. Call the number in street maintenance -Always can call 535-NEED. Call and ask for help.

Mayor Anderson isn't coming because he didn't notify us he was coming and we couldn't get it advertised adequately.

Next report is from the police dept. Kim Guess has copies of crime stats. No one is attending meetings where the mayor has been coming. Take advantage or your opportunity to report things, ask for help, and attend meetings. Some problems are civil in nature and not crime related. We should be dealing with them. QUESTION: when are these things advertised? Advertising is in the paper. Anybody in the city can go -if you work here -or if you live here you can expect SLC services. Look in phone book under SLC government for phone numbers to call for information. Scott Baraclough has been ill and out of his office and changes are being made. Can still call the "need" number. There was 1 aggravated assault near Lindsay Gardens. 1 robbery and gang related incident. Time of day was daytime for these 2 crimes. Were 10 stolen vehicles and 1 Golf cart. 7 burglaries, 2 not forced and 5 forced. 2 bikes stolen in a carport -locks were cut. Most burglaries occur during the daytime. One gentleman was at home and someone was trying to come into the kitchen window. Typically homes are not ransacked. They go for what they want. One burglary was on a man while asleep in bed with travelers checks in his sock on his foot and the burglar was trying to get them. The substation has been closed due to lack of financial resources. Call Kim at 799-3476 for any concerns. If you have license number of car speeding with date, time, & location, write a letter and let them know. Will do same for car with excessive smoke. And can do the same thing for kids in the car that are not secured. Illegal dumping goes on a lot too. You can report any and all of these issues.

Legislators are here and will speak now. Paula Julander apologized for not being here because of being hospitalized with spinal meningitis. She is recovered now and glad to be among the living. She mentioned redistricting and that committee is looking at changing a lot in the Avenues. May bring in a Davis county senator to incorporate the Avenues. We've always had a district that represented us. Ralph has been more active in that Ralph: Redistricting committee will be considering boundaries on Aug 9 with the State House of Rep. on Aug 26, Sept 6 at congress boundaries. May be moving 2nd congress seat. Oct 1st a special session is scheduled to finalize redistricting. House seat could be changed to make Capitol Hill and put it in Davis county. One of the objectives for republicans is to maximize republican seats. If you have an interest, please contact the committee on redistricting and contact house and senate people (us folks). Get info through legislative web site.-- www.le.state.ut.us -- or the search engine state for the state of Utah will take you there Aug 9 is an open meeting in room 129 at the Capital at 9:00 a.m. All that info will be on the web site as well. The amount of time the legislature puts in has changed dramatically. Ralph puts in 25-30 hours a week. With the exception of Sunday, I (Paula) always have a constituent phone. Thank you for being that active. QUESTION: Who legislates where the money goes for schools? School board has management of funds. Legislature provides funding and standards. COMMENT: I suggest a head tax

Beth Guss: Vest Pocket Coalition is 2 years old and are a group of locally owned businesses and say we make a distinct contribution to fabric of community. Would like to speak in a larger voice. See more broadly how community is nurtured by small neighborhood businesses. Overall reach is SLC. It's important to hold area's own in the competitive world. Would hope the world coming here next year would enjoy seeing some of the small businesses we have here. Invite you to look for and patronize local businesses. Gives us unique flavor. Brochures were distributed. QUESTION: Do you have specific plans as to how to help our community? Daytime presence of many of these small businesses helps deter negative events from happening. Encourage building strong small local business. Our focus is to support locally owned businesses wherever and however they work. Not specific to commercial or home-based. We want to raise awareness of the value of locally owned businesses. Has expanded to all locally owned businesses from original to include downtown businesses.

Wayne Green reminds everybody that city council has funded the matching grant program. This is what people are using to get decorative street lighting. Deadline is Aug 17 to get application in. Need to get that done, promptly. Call Wayne Green for help or questions 521-7917.

Ken Bronston chair of the street fair reports theme or style of street fair will have greater scope than previous years. This year it will be on 7th Ave from "I" Street all the way to "N" Street and take in Lindsay Gardens, using SW corner of Lindsay Gardens. As a result of the Olympics, there will be an ariel freestyle and/or luge-run simulation. Advertising got off to a nice start. Each of you may have received a bulletin called Peak Experience reporting the Olympics and it includes a blurb about the Avenues street fair. Radio stations KCPW and KCRL will be advertising at the fair and act as MC's. People previously in charge had solicited performers and this year we advertised and we got responses from California. Style will be Light rock and Blue Grass. This year we will have beer garden. No one can leave an area with a glass of beer. Can make some money on that. And exceptionally designed t-shirt this year will be available and used as a theme for advertising. We can always use assistance on the day of and possibly earlier. Anyone willing to assist and can put in a couple of hours to support the fair, please call 366-0172 (Ken's office). QUESTION: have you considered the amount of beer? It will be crowded and hot and alcohol will have an effect. We have one beer vender only.

Karen Derrick is here with Dr. Cynthia Seidel assistant SLC school board superintendent. SLC was a growing area in the 1960's with 65,000 students. During the past 20 years we have had a population of around 25,000students. Just recently we have experienced a declining enrollment in the East side and increasing enrollments on West side. One of the things that the board tries to be careful about is to spend the taxpayers' money wisely. We have a strong commitment to our students' education and try to use the money in a judicious fashion, like going into the classroom. Another decision we made is to make the population of our schools be at about 500--not some at 650 and others at 500. Large class size issues demand we keep school sizes down. The number of students divided by the number of schools meant we had 2-3 schools too many. Some schools on the East side had less than 300 students. The original decision was to close 3 schools. We then decided to close 2 instead. Karen voted according to the attitudes of her constituents. Lowell was slated to close. The vote was a 4-3 decision in a bizarre situation. Karen has found that there has been some discussion by the board about tabling this decision. This coming Tues., at our next board meeting, this topic is not on the agenda. Not scheduled yet as to when it will be discussed. The time it will be discussed is required to be posted on web site for 48 hours in advance. It will not be voted on without a discussion and won't be discussed without 48 hours notice on website at www.slc.k12.ut.us. QUESTION: from Robert Steel. We are property poor -why have so much school property? Would like a list of how the monies are spent. RESPONSE: Call school district for a copy of financial report. Board's expenditure's are published all the time. He suggests not to drop schools but to curb athletics and parking instead. COMMENT: The only side down in enrollment is the SE side. We are only down 191 students in 20 years. Karen would like those statistics. He said she had gotten them recently. COMMENT we've got neighbors on our block on 6th Ave. moving because their kids won't have a school to go to. And it was just refurbished 3 years ago. Give me back my money for upgrading Lowell school. On a web site is a real estate advertisement saying move here because our schools are safe. And now they are closing. Because board president won't be there it will not be on the agenda. Could do it for 21st but not before. If 2 board members want it on the agenda it will appear on the agenda. Without his being there it would be a manipulation. QUESTION: How large was Roselyn? Less than 300 children there next year. Actual total is 315. QUESTION: If decision stands as it is now what are travel implications? Haven't gotten into boundaries at all. Travel would be kept to a minimum. Law says that at 5 miles, kids are bussed. QUESTION: Column in the newspaper regarding the developments of new homes to help pay the impact fee. RESPONSE: Northstar was built and opened in 1999 and one near the Dept of Motor Vehicle new homes would help pay. Worth talking about but it is a hot item and not well liked. One of the things wonderful about this country is that we believe in free education for all children. No matter what part of the city or how much or not taxes their parents pay, all children can be educated. We have over 60% of kids in this city on reduced lunch plan. English as a second language is growing every year. Can't cut programs for the kids.

Jim staff has not done anything about the closures, does that mean board will not be able to consider any questions? For example, what do you do with 7 classrooms with extended learning? As I know, the board has not directed the staff to start working on that. Can be a positive thing that we are not pushing cutting these programs back. QUESTION: Board has not addressed questions asked by the people and the mayor, what guarantee is there that the board will consider these questions? RESPONSE: Gifted and talented program will be located someplace. Karen fought on this issue to keep Lowell open. There is a big hole in that area. QUESTION: How can we help Karen bring this to a good end? Doesn't hurt to write letters or make phone calls. Address them to the board and all will get a copy. Karen is on our side. Tried to fight our battle and was not successful. Karen made a motion for another school to be closed. Vote was 3-3. One member didn't vote and the motion failed because of a tie. Someone else made the motion that Lowell would be closed. Karen thought it wouldn't happen. Somebody changed their vote and the result ended up being 4-3. Foothill blvd was a barrier that could not be crossed due to traffic threat to the students. The district is not moving forward about these closures because we are implementing boundary changes on the West side. When opening typical schools, we wait to re-open choice and special needs. For East of I-15, currently on hold are special needs transfers. Space available was handled last January. An example is parents using daycare centers that make changes that require school changes. QUESTION: Have you considered the consequences of these decisions? The staff is looking at them but hasn't told the board because that would bias them. Boundaries have been worked on for West side for 1 ½ years. We have a lot of experience in doing community based process for determining boundaries. Has not begun on the East side yet but we do have experience that we could recommend to the board. Board has not had the right info to make good decisions. Board could then have made a decision that would have chosen the best school to close. Serving on the board at this time has been the hardest of the things we have done off 6 ½ years of work. We expect to not make everybody happy but can try to make most people happy.

Suggest you write a letter to Darlene Robles and members of the board -one letter will go to all. Weekly meeting going on about this among the neighbors and a sign up sheet is going around.
