Chairman Richard Smiley opened the meeting.

Announcements: Olympic torch was not run up G Street and several families missed that. Several torchbearers did not show up for that leg of the journey.

Incorrect announcement in newsletter: The Road thru City Creek Canyon is not open both ways. Again: City Creek is not open both directions. Construction is going on and they hope to have that finished in about 6 weeks. Will be a nice public area in the summer and salt storage in winter.

Another newsletter announcement correction: Opportunity for an exercise class for MWF not just Monday and Wednesdays.

Monday the 25th of March is the date for party caucuses. Both parties will have caucuses watch your newspaper for time and location.

Someone called me about vandalism. A Mr. Hocks called me who owns the property at the top of Perrys Hollow. A beautiful stone and wrought iron fence and gate are either bowled over or pulled down. They are giant-like estate gates. Encourage anyone who might see vandalism of any kind to report it to police.

Received planning commission meetings schedule: A local business man has asked to amend the temporary structure code: that if you put up a tent or similar structure it can only be up for 30 days. Auto dealer wants that amended to have temp structure up for 6 months. That will be under consideration. Also the stealth cellular towers purposed to be put up in the parks. Looks like a tree. Planning commission will consider that in the next few months.

On the table in the back we got short notice that there are applications for shared cost for city lighting. Applications must be in by March 22. There are about 10 applications.

Tomorrow morning Mayor Anderson has his monthly meeting with the various chairs with the community councils. Anybody have anything they want me to pass on?

Pass on we had a great event during our Olympics. First time Paralympics held in North America and IOC is doing the paralympics for the first time.

Police Report: Lyman Guest is here with Kim Guess. Handed out a blue paper that tells how you can go online and get your crime stats of the city, plus accidents. Address to Salt Lake City web page is: http://www.slcgov.com. Go to this address. Click on City Directory, scroll down to Police Department and click. Select SLCPD On-line and click. Enter a date range using mm/dd/yy, select a council district using numbers 1-7 (if left blank city totals will display), select serious crimes or accidents, and then click on start search. The search provides part one type crime stats for the time frame selected. It also allows the user to click on any one of 9 pin maps. Address for SLCPS is http://www.slcgov.com/police/online.htm. Can take a crime stat here or go home and print them out on your own. It was pretty quiet during the Olympics. Olympics rings were beautiful. Mr. Thatcher will be building up there and hopefully it will change the nature of the people who try to go up there and cause vandalism. There was an increase in burglaries in Feb. None were forced entries. Burglar just walked in. 5 were homes. 3 were unsecured as well. 2 had forced entries in the side and back windows at a reasonable level where screen could be removed. Police will come out and check your security needs. If you need that done please phone. There’s no charge. Please secure doors from garage into house. Burglars knew what they were going for. Secure your house even when you are in your home. They look for CD’s, DVD players, day planners, keys to autos & homes, PDA’s, etc. They want items they can carry out in a basket, backpack, laundry basket (of yours). One sex assault was a girl riding bus who was groped by a man who often rides the bus. That is being handled. 7 auto thefts reported but not really all thefts. 24 car strips and prowls. Too many cars are parked on the street and make it easy. Pull your ash tray open to show nothing is there & leave nothing in the car. Sometimes break-ins are just random acts of violence. Lots of crimes go largely unreported and it reflects on the number of people assigned to this area. 799-3000 is the number to call. Kim’s number is 799-3476, Lyman’s is 799-3444. Question: some communities are going to a 311 dial for police calls. Do we plan to go that way? Answer: It’s not being discussed here. Also, you should check with your security company to see who will be responding to your alarms. Question: Do you recommend getting an alarm company? Best response is a neighbor on the lookout and reporting anything suspicious. During the day (working hours) is the most frequent burglar time.

Neither of legislators are here due to this being the last day of the session.

City Council: Eric Jergenson has Olympic comments –did you experience any additional traffic on 2nd Ave? No. We are evaluating the stop sign on A street and 2nd Ave. Olympics were great. Our city was showcased to the world very well. 15 seconds of advertising cost $80,000 on NBC. Just thrilled with Peter Corroon’s activities in the avenues. Back to discussion about stop sign on 2nd Ave and A. It was put there for South Temple reconstruction to begin sometime toward the end of this month.

Routing of traffic will be signalized . Push will be to put people on 1st south. South Temple reconstruction will go from State to 13th East. There will even be some between State and Main. Work will start with tearing up of utilities. There will always be 2-way traffic. 7th E and South Temple intersection will be open. Not one driveway that will ever be closed is the promise. How to do that is a question. Question: can we keep canyon road open 2 ways? Answer: Problem with canyon road (Bonneville Drive) starts in Davis County. That’s where we need to handle it. A suggestion was made to Eric that with the great success of the rings, we ought to have the United States’ flag on the mountain. General response “no”. Call Eric with questions.

School board—no one here.

Jim Jenkin reports on the traffic committee: In today’s paper on air pollution, half of our air pollution is due to car exhaust, especially SUVs.

Justice Court: Matt Sorenson is here to tell us about the new justice court. He is the criminal court administrator for new SLC court. This court is for Class B & C misdemeanors. City bldg 333 south 4th E. shifting from 3rd district court to justice court. Not serious things but they threaten and weaken our quality of life. Vandalism, littering, loitering etc. seems petty compared to other things but affect our quality of life. Dedicated domestic violence court. Brings court to community judge Zane Gill with these less serious class B & C misdemeanors. Use the restorative justice prosecution. Agents will work together with input from citizens for the consequence/penalty. Mini chain gang is what you could call it. Given a direct referral to community service. Other communities have found great benefits to this model. Q several years ago court system was streamlined to reduce cost. We will be able to operate on our own system funded by fines and penalties. Not totally familiar with consolidation process. Will find justice courts in rural communities. Don’t do things we want to do. Justice court is the people’s court. Here for the people. Have input from the people. Q how do you get input from the community. Councils, action teams, monthly criminal procedures type meeting where we would invite input from people what services they would like to see happen in the city. Small claims court will move to the protem judge list in this system. Anticipating 3-4000 cases each year. Want to put together a list of services who are in need of volunteers.

Olympic report: Peter Corroon Thank you for your good work. Thank our community we were great hosts during the Olympics. Some of you signed up for athletes’ families’ home stay. According to SLOC we provided almost 30 host families. We also had the dinners for 8 hosted about 70 people during the Olympics. Didn’t get to have dinner for all the volunteers. Had 3 concerts at St Marks almost 300 one night. Didn’t think we get enough people we had more than they did. Had a pretty good turn out that night anyway. Historic home tours Linda Kelly ran for us. Peter’s phone was ringing off the hook. Thank Wayne also for being one of the drivers. Note from a lady from Maine who attended all of our events and said she had a wonderful. Wanted to thank Peter and the community. Also thank Thella Mae Christensen, Joy Lemonton, Rand McDonald, John Sittner helped us mail out our brochure, Dan Johnson and Peter’s lovely wife Amy for help on Olympics. Betsy Price gave us air time on radio. One more event next Friday, at St mark’s Cathedral--a piano and saxophone concert, Friday 7:30 2nd E and 1st South. Come out and enjoy our last event. Few of the dinners for 8 are lined up during paralympics also.

Smith’s renovation: Marsha Gilbert wants feedback on cart barrier system they’ve installed. Sometimes they lock up in the store and sometimes in the lot before you’ve gotten out of the lot. Maybe they can move the cable that stops carts during construction. Lynn architect, Bob project manager, Jeff short, Lisa Bridge. All here to speak. Bob as project manager said they are out to bid and hope to begin construction the beginning of April. Increase square footage 20%. Parking on 2 levels. Liquor and hardward stores will stay but go downstairs. There will be additional tenant space down there. All departments enlarged. Smith’s Store itself will be on one level. Will be an elevator to connect upper and lower levels. Front of store moves out 40 feet but no parking spots lost. May have to close the store for 2 weeks, towards end (June or July). Will have a walk-up pharmacy outside if needed. Kroger is keeping Smith’s brand active. Liquor store and cleaners will close for a short time. Cleaners are not negotiating to stay. Look at drip irrigation for water sprinkling since city is moving that way. Pharmacy will always be open if it means putting a trailer out in the parking lot. CONSTRUCTION WILL LAST ABOUT 20 WEEKS.

Open Forum: Community supported agriculture great basin earth institute meeting Thurs. March 28. Brosky Farms and Sun River farms will be here. Consumer supported agriculture. Buy into it in the spring so farmers have resources to farm with.

Mike Shons uses Bonneville blvd. Crosswalk at hairpin is totally gone. Needs remarked. Tim Harps will be glad to hear from you. It’s dangerous without that crosswalk. We also need enforcement with wrong-way riders.
