Chair Dick Smiley opened the meeting with a welcome at 7 pm. We are having an election today but will read some of the other things that come in during the month first. Letter from Partnership to Improve Life Care announces a meeting Wed., Nov 13. If someone wants it, Dick has only has one letter. Wonderful report about the Street Fair-- was profitable due to good work by volunteers under direction of Ken Bronston. Made $2,184.01-- almost a doubling from last year. Big thank you for Ken and the workers on the Street Fair.

 

Dick is also chair of Utah State Securities Advisory Board. Give counsel from division of securities for state. Scams continue without abatement. Greed on our part is part of the picture. If it sounds to good to be true it usually is. Please don’t get involved. Letter regarding an accident/deaths of a family and the father was wealthy. Looked for relatives to give these monies to and found your name to be close. 55% goes to me (letter person) and 40% to you. Only require your honest cooperation and to contact him through email. This particular one is from Nigeria. Don’t believe it –talk to your banker or someone. Don’t be scammed.

            Legislature:  Paula Julander - thank you for voting for her. Represents greatest area Utah has. Doesn’t have a report. If you have questions contact her. They don’t meet until Wed. 363-0868.

 

            City Council:  Eric Jergensen re traffic calming on 2nd Ave. Who is happy—most. Who is not—a few. In 2005 LDS hosp traffic will drop significantly. Major issue for Eric is traffic. Jim will talk with Eric. Interested in slowing circulation of traffic in our areas.

Smith’s Food:  Open and done. No one here to update us.

 

South Temple Construction: When are you going to end for the winter and start for the spring? Torn up between A and B street. Governor’s mansion mess is a storm drain. Telephone mess was them. A phone cable was poured into the concrete. Prior installation problem. Had a Qwest man standing there and he said it was okay. Sorry we are trying to void this. Will keep going until Thanksgiving and then you will have 2-way traffic. In spring they will start where they left off. Utilities will be done by then. Comment:  street that’s finished is not very smooth. Guardsman way is a lot smoother. Answer: there is more room up on Guardsman. 4th South was design build --this is federal money and is constrained by that. One business complained their business had dropped during construction. Answer: Disappointed anyone wouldn’t like them on the street as it shouldn’t affect the businesses and how much they are doing. Have tried hard not to cause a downturn.

 

Traffic report: Jim Jenkin Short list of 4 things. 1st: Smith’s remodel hardware store is not going back in. The current construction at 4th and E may become a hardware store. Blockbuster and haircut establishment are going in under Smith’s. 2nd:  The traffic report is concerning air traffic. Air traffic has floated a proposal to fly more traffic over the city that would double what we have and move it East over the city. Environmental assessment does not require them to check with the neighborhood. Some proposal requires they do take into account what the affect will be on the neighborhood.  3rd:  State school board granted a charter school full charter. Dec 2 at day riverside and Tues. Jan 7 at Sprague will provide info for an urban based charter school. Regular classes and then arts later in the day. Info sheets available in the back for anyone who wants them. Where is school is located in old main library downtown but will need an interim facility.

 

Wynn Johnson is ill and cannot be here tonight. Karen Derrick also could not be here this evening. Will catch mayor’s office when she comes from her other meeting.

 

Board Elections: Judith Locke will pass out a ballot with pencils Election tonight is for chair-elect, secretary, treasurer. Election service is for immediately following next moth’s board meeting until next year’s December board meeting. Peter Corroon & Jill Van Langeveld will come and speak for 3 or so minutes a piece as candidates for Chair elect. Will ask for any nominees. Grace has asked for anyone who would like to do secretary please feel free as she has much going on in conflict with this.

 

9 different areas in the Avenues. We need 2 or more from each area. Each of elected officers are automatically board members. If anyone here is interested in our board meeting, we hear about what people want to have at our meetings. Board function is carried out in 1 single evening. IS there anyone who would like to add your name to the ballot. Bylaws seek to have 2 or more for each area. Are there any nominees? If you don’t want to include someone in your area line out someone or add someone. If you are adding someone they must be here and admit to be willing to accept that nomination. Check that second box so we will know. Any nominees for treasurer? Secretary any nominees? None submitted for either. Everyone votes for entire avenues area. In order to vote you need to live in the avenues or own a business In the avenues area. Check that to say you do qualify.

Instant runoff will be dealt with as a possibility.

 

Jill Van Langeveld:  became avenues resident in 1966. Married a lifelong resident. Love walking the area the trees and neighbors. Only 10 min commute to the U. did not want to raise family here. Believed bad rap from other neighbors. Had a drug bust just down the street from where they lived. Looked to buy a house in 1977. The more I looked the more I thought I wanted to be here –this is the place. On Northcliff Drive. Taught high school and then became room mother. Taken CERT training program. Worked as a voting judge. Helped over 650 people yesterday. Best part I got to know 2 neighbors working with them. Been part of street fair committee for 7 years. Loves getting to know the people she works with. Loves the street fair. My focus is community. We all need to get involved in 1 way or another. Heed to find solutions for our concerns. Challenge every one of us –become a better neighbor and a better friend.. Thank you.

 

Peter Corroon: live on H street between 1st and 2nd with 2 children. Since moving to avenues have been involved in CC background is in law, real estate and engineering and is president of non-profit organization that builds affordable housing in SLC. Board for children. Ran for council seat and was unsuccessful. But learned about issues important to avenues. We plan on staying here for a long time. Avenues are diverse place. Come together through street fair, Olympics, etc. would love to take on the responsibilities of the chair of the GACC.

Univ. of Utah Marriott library archives – Walter Jones U of U Marriott’s library has great collections. We don’t have a lot of photos about the avenues. Please consider giving or lending to the library pictures we can have. Roy Webb is manager is in charge of over a million photographs. We don’t have more than perhaps a dozen of the avenues. Simply Roy.Webb@library.utah.edu. His assistant is Lorraine Crouse lorraine.crouse@library.utah.edu. We can borrow and digitize and give them back or we can give you a digitized copy and it is probably better for you. Or we can take the photos for you and give you a tax write-off. Roy or Lorraine can explain this to you. We can work with you on these things to the betterment of our community and yourself. Those collections you give us will be used. Comment:  we would like to see all these pictures everyone has. We can make a Powerpoint presentation and bring to this meeting. Call at 585-3073 or 581-8863. Can give you a tour of our collections. Can come to this area or you can go there. We have a lot of over 300000 books. We have a lot to offer the community. Does share with Bill Slaughter who is the photo curator at the LDS Church archives. Or we send them down to the BYU library who just got Dean Larson’s collection of Yellowstone. Will stay after if you have questions.

 

Salt Lake City Library –Ann Minzies (?) is capitol improvement person for the construction of SLC library. With Andea Nakowski communications director. Selected an architect, did the design, and now are in construction. Coming right along--on home-stretch. Will be a very complicated move, & will do something that will involve public but are using a professional moving group. Have a number of items in an extension collection have been purchasing a number of materials for the new library. Feb 8 will be the opening if heaven’s willing & the creek doesn’t rise. Roof garden is underway. Big crane is coming down within the next few days. How long will main library be shut down—approx 3 weeks. Probably about the Sunday before Civil Rights Day will be the closing day. Will try to maintain as high a level of service as long as they can. What’s going to happen on the east side of that block? Olympic money will go into improving the east side of the block as a green space area. Will be pedestrian and open areas and a temporary stage. What is in the curving structure? Will snow painting remain in main library? Art commissioned for existing library will remain with it. They are an integral part of that building so we won’t move them. Crescent wall structure space has been designed as community shops and services. People wanted easy access to food and drink aaaand accept to paper pencil computer disks, aspirin—kinds of things they can get if they run out or don’t have with them. Proceeds will go to support library activities. Bottom level will have that kind of retail. Large residential community to south and over into east in 3rd east wanted to have a entry from both of those directions. but needed a control point. Entry off the plaza from underground parking then . comes into library lobby. Reading galleries above. Tried to create a sense of community readers and thinkers. See that through the building and outside as you travel up & down the street. Plan to plant large trees. Even as large as the ones on Washington square. Will be 2 levels of underground parking. Some parking will replace city employee parking. will probably be 200-250 underground parking stalls. Remember opening days and festivities. Will have a Dewey series.

 

Election results are in and John will report:

 

            2 nominees for board member are Bill Olsen and Joseph Barrett in Area 5 as a board member. Bill is not here.

 

Chair-elect: 63 for Peter 50 for Jill. What terrific 2 candidates. Clear majority on other board member candidates and treasurer and secretary.

 

House of Hope. 10th E and 1st so is 2nd oldest women’s recovery center. Women are just about equal in need for treatment services as men but seek treatment at a much lower ratio than men because they have children and they don’t have any place for the children to go if they enter treatment. Let’s create facility for children to join them in place for treatment. All meals treatment activities etc are available. Want a residential completion. Have 3 facilities to make this all happen. Want a letter that say you support the Utah alcoholism foundation (want a new kitchen, computers that will be used for client services, new windows – old ones have all been painted shut-, window coverings, carpets. Are on historical register so want to do it right. We just want a letter that say yes give them the money. Will come from fed and state/city money for all sorts of areas to apply to do these kinds of improvements. Is there an arrangement for families to stay together? Have not been monies for that nor a need yet. Does CC have an objection to upgrades planned? Q letter of support is required for monies from a grant. Don’t have money yet. We are private non-profit foundation. Motion we write a letter in support of this grant. Moved and seconded. Discussion. Alcoholism and substance abuse means you might treat other things too. They treat Substance abuse program--Methamphetamine, heroine, etc. Is parking a problem? Residents don’t have cars. Use public transportation or walk. Employees take advantage of parking. Have rented parking spaces from

Kate Little is here regarding lighting in the center of avenues blocks. (not on streets). Lighting on private property  ordinance says outdoor lighting must shine only on property designed for it and not on private property. Personal problem no longer exists but other people are shining lights into her house. Started to wonder if my problem is experienced by others. Is it a light pollution problem in the venues. Do we have a problem and do we want to do something about it. How did the lights get into the middle of the block? Utah power cannot find out who ordered them in the first place? Have to be there for security reasons. Q 20 year running battle with LDS parking lights at fed heights which is an issue. he appreciates knowing the ordinance. Light over parking garage for apt building is required for security and it shines into people’s house. They could put drapes over their windows. In certain parts of the avenues we like the light because we have transients living in backyards. Lighting is really important to us for security. In our part we like the light I think. Reasonable solution – semi cut off lights don’t trespass. UP man Greg Rutelege – we want to do whatever makes the community happy. Security lighting tariff mandated power company to provide lights for anyone who asks. Utah power.net web site will tell you about security lighting. Area lighting from 70 w up to 400 W. probably designed for rural settings. We are obligated to respond to customer’s request for security lighting. Contain and direct lights only to property. Goes back to interpretation and nuisance. Quite a few options. Need to verify with city as to what is appropriate to your situation. Puts UP in bit of an awkward spot. Designed for security and safety. If it is not benefiting community we prefer not doing it. If people interpret it as being a problem we can turn off the light and take it out. Amounts to about $8.00/month.

 

 

Gwen Springmeyer from Mayor’s office – have been in this position for 6 weeks but is happy to represent you in the mayor’s office contact me at 535-6338. Announcement tomorrow 2 pm 6th west between 2nd and 3rd south groundbreaking. 23 Nov. Sat. morn with the mayor 10-11 am at Euro connection 170 Rio Grande opportunity for anybody to ask mayor questions, or give him complement, or express concerns you might have.

Open house for Roland Hall St Marks on Dec 2 will start school on Guardsman Way. Will be from 2 – 5 in the afternoon. Yesterday an email sent from Rick Graham pub services director needs a sub committee to address south temple construction. Very concerned about those businesses on south temple that are struggling right now. Main street was not our best project but 4th south was managed well. Want someone from this group to come to that meeting sometime next week. When will they meet? Would prefer Dave Van Langeveld will meet with Gwen to represent us.
