Chair-elect Peter Corroon opened the meeting at 7 pm. Announcements
are: board of adjust meeting on Jan 13 regarding 200 N Arlington
Circle and a fence over wall. Historical Landmark meeting re 277
N "C" street asking for approval for existing house and
garage upgrade. SL planning commission meeting dates changed and
in room 326. Check with Peter or Wynn Johnson for details.
Police report - none.
Committee report- CERT coordinator Judith Locke says an emergency
preparedness training class is starting on 23 of Jan. 7 week course
for $50.
South Temple reconstruction - not here
Legislature - Ralph Becker is here reporting for both Paula and
himself. Legislative session starts 1/20/03 and goes until 3/5/03.
Focus this year is on budget shortfall and how to address deficit
of over $500,000. Cutbacks in education will be a huge consideration.
Ralph is discussing 4 bills: Disposal and recycling of old cell
phones etc is a discussion going on; also ban import of B&C
radioactive waste; historic preservation element; how to treat email
as a record of public government. For phone contact, info is in

women in Utah make $.66 on dollar. When they go to cut programs
they hit the women the hardest. Please remind the legislators of
this fact.
School Board - Doug Nelson has been in office for 24 hours and
10 min. We have a new superintendent, Mikell Withers, starting Jan
20. There is a ton of school issues in the avenues right now. Are
3 elementary schools in boundaries of Avenues. Because of Lowell
closure the ELP program will move to Hawthorne. That means it will
be located exactly 4 blocks from the other magnet program in SLC.
Continuous progress program at Wasatch may end. Right now family
has to pay if want their child to go to another school district.
To close down building like Lowell and save salaries of lunch ladies,
principal and ?? hardly makes sense. But budget definitions require
separation of expenditures. Will be an uphill battle to keep Lowell
closed. At Wasatch and Ensign major construction will occur. Mostly
retrofit needs done but they need to be expanded as well because
of students from Lowell. Rebuilds at Wasatch and Ensign want to
add 9500 sq feet to existing buildings. Cliff Higby is new school
board pres. Laurel young is vice pres. One is from east side and
one from west side. Splitting that leadership is a good thing. We
have an equal number of children from east and west side. If we
can't keep schools open money-wise, how do we do construction? 2
different budgets. Main & operations budget has 85 % going to
salaries. For capitol expenses-- they borrow that money. That's
how buildings can be built when there is no money for operating
costs. District has a formula for how much sq. feet they are supposed
to have per child. Penalize a school for efficient use of space.
Beacon Heights is an excellent school and is being rebuilt. Lowell
is envisioned to be used as a hotel for 1 year at a time for a school
as it gets rebuilt. Beacon Heights will be the first to use it.
Nibley Park's old school would be a lot shorter trip instead of

Fluoridation Station in Memory Grove: Robert Sperling reported
SL county passed an initiative to fluoridate water supply. SLC has
17 well sites throughout the county. Have 3 treatment plants. Have
to fluoridate all of these sites. In order to do that, we need to
construct buildings in order. Also have to chlorinate all of our
well sites. Want this building to accommodate that equipment as
well down the road. In most of these sites we have been through
the CC and planning agencies. This is one of the last ones and the
most challenging. The site is at 4th Ave and Canyon Road--right
below Memory Grove Park. Have a well site on south part of the island.
Plan to put in a building 12x24 feet. Height won't be above 12 feet.
It's an important site for us as it supplies about 5.3 million gallons
of water per year. Supplies downtown with water. Would have to pay
$1.2 million to get the water elsewhere. Plans are for a stone bldg
to match park with wood slat doors and slope shingle roof. Landmark
announcement says the address is 160 Canyon Road but it is really
closer to 210 Canyon Road. Used to use chlorine gas but we use sodium
hypochlorine which is like a bleach. State will mandate that. Could
building be underground? It is still an object that is toxic. Does
not make noise. Service trucks go there twice a month. Underground
would cause hazard to operators. Need to replace tanks every 10
years. Would have to build a ramp to get them out. Have to have
it by the well. First water service is to a house right there. Could
you buy a house there and use it for the shed? Plans are for a 12x24
building plus landings for concrete. Why not have it up the canyon
where it first comes out? We do--Have one in each separate place.
Wells go right into the system so it has to be by the well. Have
a couple of well sites that that works with but not here. Are these
tanks under pressure? No--they are double walled tanks. A sensor
is in between. What limits a terrorists or pipe bomb from getting
to this? Someone is hired to look at this and ask how vulnerable
are we? Where can we find out info about water going out to Great
Salt Lake? Applaud you for designing something that looks old to
look like something of a pioneer nature for the site. Could it be
on north side of wall -have looked at that but it's on a hill and
has problems because of delivery. Make it old pioneer looking and
that should be great. This is a neighborhood and what is to prevent
something from happening (earthquake terrorists etc ) that would
cause something toxic to escape? No answers to all the 'might' happens.
1085 E. North Bonneville Drive - John Sittner there is a planning
commission meeting on Jan 22, at 6:20 pm room 326, dealing with
1 lot subdivision - Mr. Cornell is bringing this request to the
fore. It is a sloping lot originally removed from construction because
it didn't fit sloping standard. Planning dept said we approved it
in April 2001 so there is not an opportunity for us to act on it
now.
Wasatch Elementary - Karen Chan, Peg McKenzie, Tamara Prince, all
members of Student CC. Do site based governing. Are slated to expand
9500 sq feet at Wasatch. Jerry Nichols is architect. Share with
you a blueprint of our school and what is going on with us. If we
can get your concerns and brainstorm and take it back and tell the
architects some ideas that would be pleasing to us and to the CC.
Currently kindergartners play in space -underground building is
too expensive. Historical restraints keep from going up. One possibility
is to distribute 9500 feet in two different buildings. Looking for
ideas that would make it acceptable at large. Keep playground space
and do whatever you have to do to keep that and the building close
together. Want to maintain as much natural light as we can. Don't
know for sure what will happen to tunnel on South Temple. Comment
came saying on people are parking in her driveway to pick up and
drop children. Do something to make lighting more aesthetic. Have
had to park more than a block away from own house. Have 470 kids
now if add up to 550 you can see what will happen. If they want
it to be equivalent they need to add enough land to make it equivalent
to other schools with more land. Getting 4 extra classrooms, 1000
ft of admin space. Build second story bldg with playground underneath
and with flat roof so space overhead and underneath for kids to
play on. Will keep present parking. Perhaps need to open school
earlier for more drop-off time. Found out about this by accident.
It was not announced or
made public. Wasatch is just getting retrofit and addition. Has
this gone through school board, city council and planning? To begin
June of this year and not completed until Aug of 2004. Lowell will
go there during construction process. Current school has helped
that many students before. South Temple construction is an issue.
They will close it off and your playground will be gone during that
time.
John suggests we make a motion that CC send a letter to board of
education indicating our objection to attempt to house equivalent
number of students at Wasatch as larger site schools due to inadequate
parking, drop-off, and play area.
Amend it to say we don't think school board should attempt to make
all schools equal when physical areas around such are not equal.
Should not have this construction simultaneously with south temple
construction.
