or are missing your agenda we have some extras back on the table.
No particular announcements tonight.
REPORTS
Police: Karrie has no statistics tonight. Dept. seems to have a
statistics backlog and we are at the bottom of the list. Will bring
them next time. Some of meetings in the neighborhood are-Wasatch
Elementary issues with traffic. Working on what South Temple is
going to do. Standby for traffic enforcement on first Ave. and A
Street. Be careful about stop signs, signals. Commuters are using
1st Ave and putting children in jeopardy. Had a drug bust on 7th
Ave. (between 500 & 600 E) regarding reasonably large scale
marijuana. Those sorts of crimes still do take place-- seized just
under 20 lbs from that home.
City Council: Eric Jergensen asked if FAA person is here tonight.
Brought lots of info about FAA flight pattern thing. That procedure
is interesting (met with Tim Campbell) and is learning what airport
is proposing to do. He has maps of what that is. Can make copies
of this. Next month we ought to have Tim Campbell come with power
point presentation. He is the Director of airport authority. Jordan
city is planning on opposing proposal by FAA. Is significant change
in flight paths. Tim says it's not capacity. It's not a problem
yet-- they just want options. We need as a community to do what
we can. In May meeting we could get GACC board and this council
to get a letter regarding our interests finished and submitted by
May 18 (get to Eric--or contact Barbara Gann public affairs director
at airport.)
Good news for this year is our property council tax income came
in about $500,000 more than we thought it might. Last year caused
a 4.2 million dollar shortfall to now 4.9 million dollar shortfall.
We try very hard to move budget around without losing some services.
You will be happy to know Bonneville drive discussion about 30%
slope issue have been reversed. Planning commission had approved
building a house with that slope. Now it has been overturned. 532-4844.

If deal is done with Nordstrom there is already a 16 millions dollar
increment at 2.1% -1 component changing of tax increment- 2nd piece
is potential parking structure. Cost of 4.5 million. RDA is of a
mind to say we have done enough. More city money spent is a no-no.
Boyer Co would pay debt service. Guarantee for money from Boyer
Co. for 2nd 15 years it is profit to SLC or RDA in essence we would
come away with about 5+ million dollars. Eric is pushing that. Nordstrom
ought to stay on Main Street and then in SLC. Provides ½
million dollars a year in revenue.
South Temple Reconstruction - Pat and Valerie - what do you want
to know? Contract is to allow N & S traffic on E Street, M Street,
I Street, etc and the smaller streets -added timing on I street
going -have you noticed how close we are to concrete. Stoplight
on E street--could change light to stop sign during construction
so don't have to wait on lights-- that doesn't make sense. Hope
to be finished on 7th E before 24th of July parade. Too many surprises
in the street so won't promise when we will be done. People cutting
behind bagel shop in E street are nearly causing accidents. South
Temple at A used to have a crosswalk going North & South. (by
formal wear store). How come there are 2 crosswalks by Heber wells
Bldg between there and movie? That's excessive. State requires it
because it accesses a parking lot. Talk about surprises! What are
chances tunnel at Wasatch Elem. is part of this project? It is part
of this project to at least fix the leak. There may be more to be
done to it if it is not structurally sound. Hoping it is just fine.
Don't want to touch it but want that tunnel to be sound. All fire

Committees: none
Legislators: read about Paula giving CPR at legislature to a person
but he died. Thanks for trying. Neither Paula nor Ralph went to
Jazz games. Have vetoes governor gave but there is so much to talk
about so if you have questions we'll take those. Banks/credit unions,
health care cuts, tax discussions were hot buttons. Did not put
anybody out of their homes. Did do a lot better by Medicaid than
Paula thought. If you are cognitive but debilitated it is now possible
you can stay in your own home and direct your own care without having
a licensed provider. This is the first step in Medicare and Medicaid
in following you home. All we did was change 3 words. Specific questions/complaints?
Felt like it was a horrible session. If you want something done
or things you didn't like please contact legislators. Governor vetoed
4 bills one Ralph's -one was the way we replace legislators, appropriations
got cleaned up, one dealt with internet privacy, things like that.
Will have to change bills that didn't pass and make it right. Feel
free to call them-phone numbers in newsletter.
School board: not here
Special presentation from GACC to someone for community service.
Officer Sanders was sitting on her porch and saw smoke from a neighbor's
home. Ran over and found smoke and family members and got an extension
ladder and rescued mother and children from fire. Suffered from
smoke inhalation and fright. Sanders grew up on the Avenues. Presented
with certificate of recognition. She fed the children popcicles
even in the trauma (they were a juice kind and good for them)
Salt Lake Regional Medical Center: Quinn McCannon is here to speak
tonight. He has been working with SL Regional Hospital for last
8-9 months. Have over 500 positions. Is second oldest hospital in
the state. Has rich tradition of being a good hospital and works
on referral basis. Once sisters sold it, (10 years ago) question
has been what now? Where does this hosp fit in community? Quinn
came in about 9 months ago and is working with med staff and employees
and wanted to come to you and give brief presentation to let you
know what we are thinking. Have 30 millions dollars to spend and
want you to know what we are planning to do. Recognize there are
different paths to take. Plans are for it to be a big tertiary facility..another
strategy would be if we don't invest and change it to long-term
care orientation. But as we looked at community & along with
working with physicians, we thought they really need a community
hospital. Especially if your health plan does not allow you to use
LDS or University hosp. Core strength plans would be to design community
hospital with tertiary niches like Open heart/ cardiovascular program,
Recently expanded and added robotic surgery and brachytherapy. Have
working relationship with U of U hosp. Related to neurosurgery.
Below that is women's health, labor & delivery and want to expand
it to a complete women's center. Emphasize men's health because
have great brachytherapy program. If you need to go to emergency
room because you have broken your arm you can get in and not wait
4 hours. Have started to expand educational program. Starting to
create wellness program. Is there a continued need in this community
for these services-- General community care? Do you feel there is
space for a 3rd hosp to continue and what are the resources you
would like us to provide? Participate in same insurance plans the
U of U participates in. Question: Will it raise our property taxes?
It's a private hospital and there are no tax dollars that go into
this hospital. We pay taxes. IHC is moving trauma and tertiary care
to Murray -have you considered that? We think given that, it is
important we stay in community. Tertiary care is expert level of
care 24 hours a day -higher level of qualification from physician,
more specialized. Holy Cross had great hospice care-are you considering
that? Actually do have sub-acute program in rehab. Opened up floor
as well where patient can't be in a nursing home but can stay in
hosp for 20 days. Have great physical therapy program. Why did lose
name of Holy Cross? It was put into the contract when it was sold.
We suggest you carve out a niche that does not duplicate what other
hospitals provide. That would be to your advantage. They are recruiting
a 3rd neurosurgeon. Working to bring in gamma or cyber knife which
is surgery on brain without going inside the skull-non-invasive
approach. That equip does not exist yet in this state. Don't take
IHC and United insurances.
(Editorial comment: Nice thing about the avenues is that they are
close to a hospital-great place to have a heart attack. Response--
They are close to a cemetery too!)
Avenues Street Fair 2003 Walt Zwierzycki is here to talk about
the Avenues street fair-will be held in mid-Sept sometime. Showed
slide show about what goes on at this activity. It's a wonderful
experience to have a lot of people come in and enjoy the avenues.
Looking for volunteers. It's fun and expands your sense of what
you can do and what you are. Sign up with Walt. First meeting is
scheduled May 10 at 622 "I" street at 9 am until 11:00
or so. Does not know where Fair will be this year yet. Talk to Amanda

Neighborhood conference and resource fair on May 3 sponsored by
Assoc of CC. Registration forms available because there is such
a turnout --please fill out your application tonight and put on
round table for Wynn to get it where it needs to go.
Change in Water Rates by Stephanie Duer. We are proposing rate
restructuring for SLC. SLC history has had a number of different
rate structures. Had flat rate structure. Then declining block structure
for business-- to invite them in. Then, recognized seasonal peak
structure in winter rates went down but in summer rates went up.
Summer months have been May through Aug. what we are proposing now
is basically a good summer system and make it more reflective of
actual water patterns. Are now removing free 5 cc feet of water
that comes with your bills. That is going away. As soon as you turn
on your tap you will pay. Extended summer peak structure will be
from April to Oct which is more real. Patterns in terms of demand
for SLC (industry, special interest groups, utilities financial
paper work) created a structure that tells us how and why we actually
use water. Now 3 rates during summer months. This will be explained
in a mailer coming out next month. If you don't turn off tap when
you shower or shave or use a full load of laundry, it adds up--r
not running tap while you wash dishes and taking shorter showers,
shallower baths. Same activities you can stretch longer time. 9ccs
is block one. Next block is responsible outdoor watering. Typical
household uses 30-34-32 ccs/67000 gal of water every month. We usually
get 15 inches a year of rainfall. Typical household applies 46 to
54 inches of water a year to landscape. Lawn landscape needs 24
inches per year-if we just reduce the waste -if we don't spray street
or do bubble instead of spray but not changing a blade of grass,
we can change as much as 50% of outdoor water use. If you use more
than 29 ccs you will be in block 3. This is not talking a huge rate
increase. Rate structure is charging those folks who create the
demand. We use 4-5 times as much water in July. For the 1st 9 ccf
we pay a certain rate, then jump up. Block 2 is 10-29, block 3 is
30 if you use 40 ccf your bill will go up about 15-20 dollars a
month. When is best time to water-- doesn't care most about that.
If you are applying 52 inches a summer on your lawn---water less
frequently, then water when it's not hot. If you need to fertilize,
then water, but don't keep watering. In June, water 1-2 times a
week. In July, 2-3 times a week but that's it. If we all use water
more responsibly, in future the droughts will have less of an impact
on us. Saved 17% of our outdoor water voluntarily last year. Community
growth has increased 20% but use has stayed the same. Will be a
Public hearing Apr 22 in council chambers of city about rate structure.

FAA Impact Study on Air Traffic over avenues - George Weatherall
PR person from FAA, also an air traffic controller, has been doing
this business for 21 years now. Jim Brown? Also here. Interest from
public meeting to come out and give us folks -we are planning on
putting aircraft on east side of this valley. Have too many airplanes
over there on west side. Have safety issues. Have many alternatives
but there is a possibility we could put planes over the east belt
route. Have seen 3.51% increase in total overall traffic since 9/10/01
-only 1 in 4 places in the nation that has seen growth. Looking
at alternatives out there. Draft will be done in April 2004. Have
final around Jan 2005-- at that point is when we can go in and decide
which alternative will be the one chosen. Good possibility an east
downwind one will be included in that. Started this discussion last
year. Design team consists of 7 air traffic controllers. They layout
what is the best way is to put these airplanes into city. Insert
that info into airspace computer design modeling then into development
of alternatives. Have to do environmental assessment. Didn't think
initially this project would have significant community concern
about how to run airplanes. May have to do full environmental study
on this. Safety is primary FAA goal. Delays will happen if we continue
the way we are going. Mar 19 and 26 notices came out. Public comments
will enter into draft EIS category. Jan 2005 record of decision
to FAA and they will decide what to do. Proposing 4-corner to 63
regular mile radius. Departure aircraft is noisiest and will climb
to 23,000 off runway-so will get them higher faster and keeping
them up there longer. If we get entrance changed it will be about
6000 ft above the ground. Alternatives 3 & 4 offer limited use
over east bench. Will be based on community--we don't need to use
east side of this valley 24 hours a day. During some times of day
we need to off load traffic here if volume dictates. Avg 2100-2300
flights a day. I-a-far requires instrument approach. V-a-far is
able to see anything and can do visual approach. Has never been
an environment to model v-f-r conditions. We are going to do that
for noise etc. There are a few target windows where the hub and
spoke are at capacity. What about imposing scheduling control with
carrier to not allow too many scheduled flights at one time? FAA
has no control over airline schedules. Airport authority can control
that to an extent. If something happens here at SL, that affects
other airports -they are pacer airports. Putting plane in hold affects
flights elsewhere. Airspace above the airport is the problem with
safe and enough space. Peak airline quantity times are 7 am, noon,
6:30 pm, and 9:15 at night and last approx 45-50 minutes

Actually 4 plans -one of those being a no change plan which is
not really an option. Overlapping holding patterns cannot exist
and that is starting to occur. Taking no action is not a good plan.
Changing of routes would not affect us. Not a high possibility but
not totally out. 3rd plan is partial affect to avenues. Would put
sensors on the east side to be able to extrapolate what kind of
traffic we would see. 66 decibels would kill us but under 65 decibels
is workable. (They say.) That's the approach from environmental
people. No changes in flight patterns at Hill Air Force Base. Red
airlines are approx 13th E for 1 mile either way of 13th east. Question:
What are your priorities? safety, efficiency, operations. Comment
said community input should be second in priority after safety.
Tom Hale and Judith Locke-these alternatives will become etched
in stone very quickly so getting in your thoughts before May 16
is important. Comment forms to be in by May 16. Public input has
great effect on EIS statement.
a.. Arrange for Tim Campbell to come to another meeting with these
men to really delve into this issue.
Open Forum Dave Knudsen, Peace vigil was held here had about 115
people --silent for peace. Will do it again Sunday at 8 pm at Lindsay
Gardens.
