Announcements:
Kathy Olsen is here tonight to pass out pamphlets regarding the Kiwanis baby care drive. On Sat. April 10, Smith's Food Store will receive items for the babies.

Madeleine Choir school renovations meeting is set for Apr 21 at 4 pm. The landmark commission will talk about this. Choir school is also asking for a conditional use permit to alter East side of chapel, hall etc. If anyone is interested go to room 126 in City and County bldg at 4 pm.

Mary Rogan sent a card regarding Tom Rogan (her deceased husband) with thanks for GACC's interest and gift in their behalf.

Agenda:

Police: (Mike Hamideh reporting for us tonight & actually assigned to district 2) -has 8 years in law enforcement but is working in Glendale. Will be around afterwards to talk about news item he did with Nadine Wimmer on channel 5 TV with a parolee about why the parolee would target a home for burglary. Was very telling experience. In avenues, crimes toward a person were only 3. If you are coming up on a situation you are uncomfortable with, predial your cell phone to 911 and let them listen to what happens, especially if it's a higher risk activity. Of 48 crimes that occurred all but 3 were property crimes. Vehicle burglaries, residential burglaries, etc. Have had success in district 2. Will be stay after to give you some methods to alleviate this. These numbers are not acceptable. Any questions? A few years ago there was an officer assigned to this district who organized the eyes on the street. We had his name or phone number. Detective Matt Evans is our officer for this at 799 4643.

Legislature: none here

City Council: Eric Jergensen here to report. First report is on newsletter page about Bountiful Blvd to come around mountain in open space and cut through gravel pits and meet up with Beck Street. The Wasatch Front regional council is comprised of mayors and commissioners from Weber, Davis and Utah counties. They find transportation funds for projects and this road has been on their table for so long. GACC and others asked this transportation council to not pass this in 1993-94 and that is already on the books. Been told for last 10 years that it will not be built unless SLC approves it. They leave it on their long-range plan anyway. Be wary and cautious because you never know.
There is a concern regarding the intersection of 7th East/ South Temple and "I" Street which lets a South Temple traveler going East to turn right on 7th east. Plan is to stripe that. Eric has asked transportation to put that median back in. Take a close look and send Eric an email. Allowed to make a right turn without stopping even now without median. Contact Eric at Eric.jergensen@slc.com. Officer brought up crime in the neighborhood-summer months bring increase in car prowls and forced entry into cars. Non-forced means someone forgot to lock their door. Last month there were 25 car prowls. 13 forced/12 unforced. Of 13 prowls,7 had items in car like laptop, CDs, briefcase, laundry. Please don't leave stuff in your cars. Question: Striping on South Temple is 2 yellow lines so you can't cross legally to make a left hand turn on J Street. Response: they will look into that.

The Planning commission met Mar. 10 while Eric was gone and tabled issue of North SL property. He is approaching issue from legal and diplomatic directions to preserve open space. We are hoping to come to a reasonable conclusion. There are 90 lots as you drive down Beck Street. Above gravel pits is pristine open space owned by North Salt Lake inside SLC boundaries. North SL would like to come in and develop it and own it in their city. If anybody is interested in seeing these plans, Peter has the plans for it.

Arthritis block walk - encourage you to make a contribution --or walk --or something.

Utopia decision will be made on Apr 13. Call Eric with questions.

School board: 3 quick things. Follow-up from 3 months ago about Utah state high school athletic assoc which meant 3 main high schools in SLC would no longer be playing each other in athletics . That has now been fixed so we are all in the same 4A division again.

5 middle schools in SLC all have 2 grades in them. Middle schools are the Achilles heel of our school system. Lots of problems with kids at that age. Looking for new and innovative things. Looking for building a larger middle school -grades 6-8 to learn to feel comfortable in that setting. Relieves overcrowding in west side schools. Frees up classrooms in 3k classrooms. Does not seem earthshaking to you. Will be the start of more things like that. Comment: 6th graders are developmentally ahead of the other kids. Have a crash project to develop a new strategic plan. By June we want it finished. Not just words. Working on--how does our budget reflect our strategic plan. Questions?

No committee reports and no mayor's office report.

Last month we talked about the old Montessori school property and we made a mistake because the address in newsletter was inaccurate. First thing we decided was that we wanted to ask CC if you want to bring it up again. Show hands to discuss this again. 17 positives. Those who would not like to revisit this issue. 9 against. Motion to discuss this item again passes. Jack Plumb will tell us what his plans are and then someone from the other side will report their concerns.

Jack Plumb owns property at 502 East Third avenue & has pondered concerns here and had plans enlarged to show us. Is very good at landscaping, likes to think he makes effective changes in neighborhoods. Is not a developer. Had no responsibility for mistake of the address put in the newsletter last time. Whatever the result of tonight's discussion, he will follow it. Piece of property he is talking about is directly East of school. It's a parking lot for the school just west of it. Planning commission thinks it's better not to have 2 different zones in that area. That lot is not conducive to a multiple family unit. Could be ideal as a patio having to do with use of the existing bldg. Have changed windows in existing bldg. Spent 90 days with historic society making sure things were done according to the historical interests. Has permits for every part of it. Proud of what he has done there. People walking by are also pleased with it. Has no intention of changing that site building wise, just trying to coordinate the 2 sites together. With that in mind, has plenty of parking for the area. Wants to put a patio out there. City wants to zone it commercial like the other lot it's connected to. Presently zoned as multiple family and next lot commercial. Can't build concept without changing of zoning. City won't give permission to.

SLC planning office says this property is in nonconforming status. Has already been used for commercial use even though it's been zoned otherwise. In 1995 this should all have been made into CN property then. By changing zoning structure could be expanded to that lot or it could be used as parking. Financing and insurance is affected on properties by zoning changes which makes it easier for city. Can't develop under existing zoning. Planning commission supports Plumb's plan. Right now city says patio could be built on it as it is. Off street parking will control what happens on property. CN requires landscaping. Rezoning is most helpful to new owners who might develop this property to a more commercial use. Concern by neighbors is that more commercial development would come there. Setbacks were explained under current conditions and commercial development of that property. Property is residentially zoned but has non conforming use with piece of commercial bldg on it. So it can be used for any commercial use and depends on what that commercial use would be what the zoning requirements are. Difference is in intensity which is defined by setbacks. If this zoning is cleaned up it would make resale value higher- non conforming is a big issue in the city.

Neighbors would like to speak to this issue. Rebecca Raybould lives at 535 3rd Ave and was asked by several of the folks in neighborhood to represent them. She has a petition signed by several residents. GACC recommended approval of this last month but the address was published wrong. Residents were not aware because of that typographical error. Lot is only suitable for very small office or shop. Upzoning would make it possible for applicant to expand structure to larger entity. Any change in zoning would affect privacy of 3 adjacent backyards. Historic value is affected as well. Change would run in perpetuity. Would be at the expense of our historic community. Residents have no desire to expand more business into this area. Request you deny zoning change. Question: what are size restrictions you can put on this -depends on type of use. Bldg can only be 25 ft high. Still in historic district. Setbacks are main difference residential zone has 10 ft and 20 ft. Commercial has 7 ft and 10 ft. Parking is determined by what kind of use it is. Right now that lot is an eyesore. That is completely being overlooked. Retired architect living across street understands zoning changes to be difficult process because it protects everybody around there. Has to show compelling need. Haven't heard those arguments yet. He is asking change for a specific use. He can ask for a variance. A patio but nothing else. By doing an issue by issue basis, we can vote on variance or no variance. Incredible this has gone this far. Like knocking a thumbtack with a sledgehammer. Motion original approval stand: 19 for. Against 9. original motion stands.

City creek treatment plant upgrade: located 3 1/2 miles up city creek canyon. Will remove ugly white bldg and replace it with tan bldg which they hope blends in more with environment in the area. Current bldg is not up to seismic standards. New bldg is just a little bigger. Old plan has 2 bldgs and tank plus big bldg but new plan has it all in one-cleaner, tidier. Terminal bldg will go away too. Other plans are to landscape and replace equipment. New bldg will be lower. Cost is $10 million, biggest impact will be during construction and will begin Aug/Sept and last 14 months. Will cause traffic issue. Are you upgrading whole plant? Has Chemicals, administration. Will they change the way they chlorinate at all? No. Will limit number of cars that can be brought up the canyon. Will escort heavy trucks coming up canyon. Will insist they keep to speed limit. Want a canyon users advisory committee. Sign up if you are interested. Does seismic upgrade affect water so they will be more likely to have safe water in them if something occurs? Supposedly. Wanted to do this project a year ago but water use was down and collections went down with use so had no money available. Rules of bike/car traffic every other day still apply? Yes. Looking at substitute for chlorine as an upgrade in future but don't anticipate further issues. Will proceed.

Legacy project update: Phil Carroll reports project has been approved in that we proceed with project to improve stairs going East up Memory Grove. Minimizing costs of engineering and all that. Basic concept will be to provide an infrastructure to provide lighting up that trail. At switchbacks will try to celebrate volunteerism especially during Olympics. Trying to upgrade this part of canyon to provide access into park from avenues with good lighting.

Capitol Hill Traffic Plan: Jim Jenkin says plan is to keep Victory Road traffic from coming up through neighborhood and to keep them out. Signalization plan was arrived at and discussed. Dot was ready to get started this spring. Closure was put on table along with signalization. 2 meetings ago we did not have time to take a vote. Capitol Hill CC has voted to pursue STUDY of closure by a large majority. 4th adoption is to put a tunnel under the street. Study was done on closure issue and presented at transportation advisory board. 1000 cars would be removed by closure. 800 of those would go to 3rd West. Restoration project at capitol had planned on closure about 8 years out so this has put it up. 4 Options: 1) nothing, 2) signals, 3) close street (roundabout included), 4) tunnel under from Victory Road to Main Street. Studied in engineering class 2 years ago. Was once a proposal to tunnel there and come out at 2nd East. Rerouting around capitol would add 30 more seconds which they anticipated would cause 50% of people to use another route. To do signals would cost $250,000 plus the cost to pull them out later. Motion: to support deferring installation of signals on Columbus in order to fast tract a closure of the option. Seconded. Discussion now. How would it make it any faster to do study? If signals were put in we would not want to do anything for 5 years to amortize cost of signals. If built tunnel would also close Columbus. Motion vote 1 against. The rest support. Motion passed.

Arthritis walk/run: Sherry as a volunteer with arthritis foundation reports walk will take place on May 1st at Ft. Douglas. Have 2 options 1 mile and 5 k. Nice route through Univ. dorms and Olympic village. Hoping people will come out and want individuals to raise $100 each to support this foundation. Over 7 million people nationwide have arthritis. More than half of them are in Utah --extraordinarily high in Ogden 3/4 of them are women.

GACC purchase of crosswalk flags: Terry Borman here to talk about crosswalk program with Gwen Springmeyer from Mayor's office. 2nd Ave controlling traffic and increasing safety for pedestrians. Cheapest, easiest, fastest ways to increase safety and control traffic is to use flags. Cars have a tendency to respect them more. Propose we expand the flag program in avenues, especially for schools and places of increased pedestrian traffic. Can add crosswalk to your neighborhood very easily. Contact Gwen Springmeyer to ask about getting that done. Flags cost 50 cents each. Can GACC take $200 from treasury and subsidize cost of flags for people in neighborhood. Is an initial loss of flags and then it settles down. Can use library as hub to pick up flags and containers for them. Majority of flags are in lower Aves but there is also a lot of pedestrian traffic on 11th Ave. Have reduced pedestrian fatalities by 1/3. Let us know which intersection you would like to adopt/sponsor. City will put in pole sign and container for flags and provide the first 10 flags. Motion: we accept funding of program as outlined and amend we have library keep them here. Seconded. Discussion. All in favor -most.

Question on lack of progress on South Temple? Gwen Springmeyer one issue is settling of brick crosswalks, striping -progress is being made, left turn lanes on 8th, 9th, and 13th. Intersection at 7th and South Temple and removal of median. UDOT would like us to try living without the median --- lighting and signage and crosswalks need to happen so people don't end up waiting.
