UTA Bus route changes:
To view UTA bus changes per look at new routes on website and go back to original date to compare older routes- please make comments.
For 3 Aves routes; #2 no change, #1 wanted to lose above 11th ave and #3 lose North campus to hospitals section.
Met with Eric J. to restore upper 11th #1 route, UTA cost is $2500 per year, they agreed to eat cost. #3 route- requested please keep for students and commuters, UTA will do their best to minimize changes. He will get back with UTA and will submit article for newsletter next time.
Eric Jergensen states: no > 10 minute intervals on Rt 3 is UTA’s goal.
Traffic calming Program
Jim: traffic calming program thru City was gutted however we will get 4 semi permanent radar speed display signs and GACC will recommend locations. It will help short term until familiar- then we can relocate and re-mount if city willing to do that.

Other Comm. Reports
Dist 3 City Council Eric J. Question from Ann T. – why do away with traffic calming program?
Eric says 1st- props to Jim J for hard work on traffic in Aves. City Council gets frustrated with UTA- he met with them and they cooperated some. Traffic calming was a late 90’s program funded with the general fund. Neighbors point out problems and propose projects like speed bump installs (ie 15th E had them, lost them to 14th and 16th).
Dave Buhler and Jill Love cancelled it by moving to subcommittee and condemnation. Voted out 5-2. Eric confident we will get a solution for Avenues.
?: what does police department do about traffic calming? They consider volume a high priority. Beck St. is high volume high revenue example. Our radar speed display LE D board signs will take data on how many speeders to get stop signs and other solutions to hot spots. Eric says call me with problems in your streets.
? skybridge City Council vote: moved to April 17th and 19th? Brief rec’d from Taubman last night.
2 criteria to be met: 1)approved process to allow skybridge by planning.
Concern: Eric doesn’t want them all over. 2)Connector also needs access to trax station.
3rd concern about skybridge is keeping activity on Main street. 4th concern is does the mall encourage activity and all 4 directions?
Audience asks?: Safety factor of bridge? Minor problem.
Attractive design? Needs to get a good view corridor.
Wayne Green asks about closing off Main Street to traffic altogether. Eric suggested that option 3-1/2 years ago. Sidney Fonesbeck said proposal happened in 80’s but City decided the planned trees would block views. Eric says UTA plans to use a 20 person circulator bus downtown in future. Downtown Rising Master Plan and Historic Preservation and Transportation Master Plan are all under construction. Taubman’s plan on 1st south is better: has a waterfall, seating and stairs instead of a wall. They’re getting close to what City would like with their designs.
Roger Williams – new Cat 3 police Detective reports. 1st apologize for not coming last month. Any problems? Cat program has a broader base with more success and resources. Married 18 years- wife is sweet until speeders go by like all of us. He states 30 mph is not bad for speeding in a 25 mph zone- we should concentrate on dangerous intersections, etc.
?’s Skateboarding kids gathering at Lindsey Gardens late at night. Seen on L, M, N and J between 8th and 5th Ave. going 40 mph. Det. said to call and report skateboarding problems as they occur. There are no laws now- it’s assumable risk. Also he’s available 4 days a week.
Gwen- passes out Mayor’s office calendar. Announces August 13th is neighborhood clean up week- residents can put out trash only 10 days ahead of trash pickup. July 30th may be date for some in Aves. Michael will put dates in newsletter.

Robin Carbaugh- see slide show. She and associate Susan Crook, landscape architect, conducted a HAL survey of SLC cemetery. Sponsored by National Park Service. SLC cemetery is historic due to unique urban landscape size and its significant location. It is the largest city owned cemetery with 110K graves. Survey looks at roads, trees, gutters, houses, buildings, etc.
How to involve community? 2 Catholic HS’s American literature teachers took students to join project. Youth city kids were involved too.
Father Norman, teacher, asks students to connect literature to folklore to the area survey.
Project was called the Fall 2006 rationale: Write, draw or photo impressions of cemetery how it looks now. Students read Spoon River. They could find a name on a grave they enjoy and write about who they might have been. They watched a PBS show on cemeteries. SLC cemetery was not planned! It evolved through families. Vernacular.
132 kids participated in project. Landscape features and architecture studied. Elements and features celebrated. Soldier field interested students. Beech tree at S, end of Jewish section. Students had 18 boards on exhibit at City building. A Memorial Day exhibit may be put up at the cemetery. Project resulted in the formation of Friends of SLC Cemetery.
Agenda item: Clayton Palmer and Laura Lockhart- vice chair of special projects. Lowell Open classroom is a Dist. Charter School. Next year is 1st full year. School Board says they have Lowell for the next 2 years. It can be kept open through charter funds. Location committee looks at spaces available and chose Lowell for charter status, so they’re there for now. Both speakers are parents- not faculty. Faculty are District employees subject to SLC school district. Lowell takes 300 students with capacity up to 510. Grades are K-8 and students are from Washington elementary. Enrollment preference is given to District kids. Parents must participate in the school- called Co-Op. Co-Op has flexible hours for parents. School curriculum has academic and social oriented learning. Youth city helping with after school learning program. The middle school is experimental. Currently no transportation is provided. They have a grant for buses to use on field trips and for transportation.
Agenda item: Craig Patchin – Shriner’s Hospital requests an addition to their parking garage project. A statue of a Shriner carrying a child (their logo) to be placed somewhere on the property. The parking garage project started in June after they closed parking in March ’06. LDS Church across the street helped with parking during all that time. They only needed to take back their parking 3 times for funerals. The project is still a month away from being done. Photos were shown. Stairwell and elevator/stairs are the only architectural elements that show- all other structure is underground. Main entrance will not be on Virginia Ave. All lighting was directed down, and less than previous lighting. Shriners 2 legal orgs not to co-mingle funds.
Statue is an ‘editorial without words’, used throughout their organization. The statue is 9 ft. tall on 3 ft. pedestal. There are 3 possible placements: on corner in front of the main sign(preferred), in the circle in front of the hospital, or to the side of the hospital. It will be landscaped and lit as well. The Hospital Board wants it on corner, the staff likes it closer. City has given approval for the statue. Mr Patchin would like the community to say yes or no, not where the statue goes.
Gwen put forward a special thanks to Shriners for a good attitude and caring about the community regarding the project.
Agenda item: Val Pope addresses safety concerns.
?: Kids gathering at Lindsey Gardens late at night per Margaret Miller. Also 4th ave. residents had car prowls. Kids will go there- it becomes a police issue. Park closes at 11pm. Residents should call police, log complaints to get turnaround in the problem. City police use gas pumps there- helps cuts down on kids trespassing. Rebecca Chavez Houck- put curfew hours for kids in the newsletter.
Ensign Park a problem too. Gate gets locked regularly. One problem is someone has to have police come and get people to leave and then lock it up. Do we have a Security guard? There was one for Liberty Park and SLC cemetery. Val- post hours for parks.
?: Where can dogs run free? Off leash areas are posted on signs in the parking lot, and 7th, and M St, have signs.
Bottom line: The City needs citizens to call police with their safety concerns.
Agenda item:
Shane Carlson addresses the 324 A Street house demolition request. A summaryof this topic is in the April GACC newsletter. The applicant bought an adjacent lot with plans to demolish the adjacent lot’s home and build a gazebo. City ordinance has a lot size limit, which would make the property noncompliant. Since the original application, City Planning Dept has required the applicant to present at a GACC meeting. More info available when property owner fulfills that requirement at the May 2, 2007 community council meeting.
