GACC Board Meeting

July 18, 2007

Attending: Michael Hughes, Wayne Green, Dylan McDonnell, Phil Carroll, Thella Mae Christensen, Jim Jenkin, Walter Jones, Wynn Johnson, Dave Johnson, Kat Kivett, Ruth Morgan, Stephen Tagliaferri, Ann Tillson.

Meeting began 7:30 p.m.

• Street Fair photos have been requested by the Avenues Exchange Magazine, who will do a feature article on the Street Fair in their next issue. Dave Jonsson provided a CD of photos to Michael tonight. Michael will get the photos to the Exchange. Ruth and Walter will coordinate on writing an article and get to Chris Gallagher, the publisher of the Avenues Exchange.

• Motion by Wayne Green that the board meetings follow Roberts Rules of Order. Motion seconded by Jim Jenkin. Discussion: The meeting last week would have been completely different if it had used Roberts Rules of Order; It makes the Minutes easier to take, as would have been the case last week; Topic could have been announced and introduced with a motion; We want to begin this proce3ss in the board meetings and eventually use it at the GACC meetings. It is the chair’s responsibility to conduct meetings properly; Chair-elect is the board’s de-facto “Parlaimentarian.”; Motions need to be very concise so that discussion cannot sway from it; Q: Can the Chair call the question? A. If time is up and adequate discussion has been achieved then it is proper to just move directly to a vote. Chair called the vote on this motion. Vote was unanimous in favor with 1 abstention. Result: All future board meetings will be conducted by Roberts Rules of Order.

Housing Committee update : -Jim- On June 25th there was be a meeting between Eric Jergensen, Nancy Secton, Jill Remington, Department of Community and Economic Development, and eight additional community members. The purpose of the meeting arose from various community councils bringing to the attention of the Department of Community and Economic Development that they felt the Department had ceased meaningful enforcement of City ordinances related to development, therefore the City does not represent the public good and/or the public will.

A followup meeting is scheduled for July 19, where the City will be responding formally tomorrow (July 19th) with a document stating how they will address the community’s concerns. After this meeting, the Coalition will meet to determine the community’s response. The GACC is part of this coalition. This began with GACC issues last may in a presentation to the city. 17 of the 22 community councils have joined with the coalition to have the wider needs of the city addressed. This does represent a victory for the greater community as the department has addressed the patterned failures brought up by each of the community councils. Q- Can we have a brief summary of last weeks meeting for those who were not in attendance? Michael summarized his meeting with the Lowes prior to the July 11 GACC meeting. On July 11, Steve Lowe presented his statement. Jim Jenkin gave GACC’s point of view. Jim added to the summarization concerning the city’s role and the legality of the issue in the GACC meeting.

-Michael- If 20 homeowners did what we were discussing last week it would cease to be the avenues anymore. Jim- The city should enforce and interpret the laws with regard to what are best for the avenues. Discussion on July 18 of the pros and cons for the decision made on July 11 not to appeal. The con is that it was a lost opportunity to take legal action to stop city-wide use of accessory structures on accessory lots. The pro is that the Lowes get to do what they want with their property. -Jim- If we want to help Eric Jergensen, the best thing to do would be to make a resolution about the interpretation of the ordinance and present it to the city. Michael to draft resulotion and get it to the board and our housing committee for review.

August Newsletter Agenda: AThe Aug. 1 GACC meeting will be the mayoral candidates forum moderated by Sydney Fonnesbeck. Questions can be submitted up until the night of the debate. Steve- suggests a candidate overview and bio in the August newsletter. Michael and Kat to find bios to include in newsletter.

Motion by Walter Jones to restrict the August 1, 2007 GACC meeting to the mayor candidates and brief committee reports. Seconded by Dave Johnson. *Discussion* -Question-What kind of time will be given for the candidates? -We anticipate having them begin at 7:30. -The Library will allow us extra time if needed. We should also have abbreviated council reports -Q-Are there reports we could bypass? Do we need street fair and traffic reports? A. Yes, some could be bypassed. It will be at the chair’s discretion.

*Amendment* to the motion to include at the end “and to eliminate as many reports as possible at the chair’s discretion” -Motioned by Steve Tagliaferri -Seconded by Dave Johnson *Discussion on amendment* -None *Question called on the Amended Motion* Vote was unanimous in favour. Original motion amended. Call for vote on the motion* - Unanimous in favour.

August Newsletter Content: Article by the housing and planning committee needed. -Paul-Perhaps a simple, plain English statement of what we are trying to do would be best. This should be done in predictable and definable standards for the residents and development companies. Essentially stating that we don’t need to overdevelop the avenues. Having objective standards is what we all want. It’s good business for the community and the city. -Kat-The mission statement of the GACC is for the preservation of the avenues. It is important to remember that. -Question- Does the housing committee have an ongoing time and place to meet? A. Not currently. They meet when needed. Meeting dates and times are posted on the Avenues web page asap.

DEADLINE: Newsletter items need to be to Kat by Friday, July 20 due to 24th of July holiday, and printer and mailer schedule, with needing to get the newsletter to homes before Aug 1.

September 5 GACC meeting: LDS Hospital will be back on the agenda since the August meeting will be devoted to the mayoral candidates, and they were postponed from the July 18 meeting.

OTHER GACC Business: Phil: We need to write two letters to the ensign stake and the LDS Hospital for their support of memory grove cleanup in May. Michael to draft letters. Phil to get Ensign Stake contact info to Michael.
